Guard House Approval Rejected By MBPJ

Unfortunately it would seem that the proposed guard house locations were rejected by MBPJ because they were 'too near a junction' - though current consensus is that all guard houses are located at junctions to be more strategic.
Anyhow the RT/RA is formulating an appeal against this rejection with the aim to get feedback from MBPJ on what they would consider to be appropriate sites for our guard house. Wherever the outcome we will still persevere to put up guard houses up at all the 4 entrances to both SS4C & SS4D.
And hopefully some time soon, when we have enough houses subscribing to the security service, we will insure that all the guard houses are staffed with guards 24hrs a day. Currently at 220+ houses subscribed, we have only about half the estimated number of houses needed to hire 6 guards per shift (4 static guards in the 4 guard houses, and 2 motorbike guards on patrol all the time). Again as a plea to the residents, please consider chipping in and joining your fellow neighbours in subscribing to the security patrol service we currently have in place.
We will keep you all informed on the status of the guard houses as it develops. If anyone knows how we can get the approval or even if you have any suggestions, please do contact Mr. Michael or the RT/RA President Mr. Ravinder. Thank you for your contributions in advance.

Security Incidence Report
Fellow residents, courtesy of our security service and also fellow residents, the following is the latest security bulletin updates for the past 2 month i.e. January & February.
Date : 22nd January 2008
Location : SS4C/22
Time : 3 AM
Failed car theft attempt! Barking dogs awoke a neighbour who saw some men fiddling with a car parked outside the neighbour's house. Police & guards were promptly called. 3 Chinese men were seen speeding off in a Datsun. The car was found to be tampered with but not broken into. Thankfully this incident was averted.

Time : Afternoon
An unoccupied house was found broken into by part-time cleaner maid. Owners are working abroad. House occupant recently deceased. Again, they seem to know who's around & who's not.

Time : 6.20 AM
A dark Volvo, No. Plate: 244, with single dark-skinned driver seen observing houses from darkness. Another man got into the car from nearby when they realised they were seen, and drove off. No actual incident.

Time : 1.30 PM
The house owner noticed, via the CCTV, that a Malay & an Indian man had jumped over gate into house. They stole the wheels from his Mercedes parked in the house & hopped back over the gate. The guards were called. The guards caught the thieves nearby & detained them until police arrived. Excellent vigilance & appropriate action was taken by house owner. Thus the crime event was concluded with the capture of the thieves.

Time : 4.15 AM
The dogs' barking woke the neighbour who triggered his alarm manually upon hearing suspicious sounds from his neighbour's house. A car heard speeding off. Both the guards & police were called. However the guards responded slow, but alarmingly the police never showed up at all - what's wrong with them!. Nevertheless, a probable car theft was averted.
In Conclusion
So, fellow residents, please do take care when you spot unknown people(s) loitering about or even making rounds around your section of our Taman. We strongly urge that you immediately call the Police and inform them about your suspicions and/or if you're a Security Subscriber please call the Security Hotline to get our guards to check out these characters.
Overall it would seems that break-ins have reduced in number while snatch thefts are unheard of for a while now. Unfortunately we are seeing a spat of attempted car thefts in and around theSS4C/22 - SS4C/15 areas especialy those with dark areas around the field.
Below are a few notes & lessons from these incidents :
- Park your cars inside, if possible.
- Be proactive: Call the guards to investigate anything suspicious.
- Don't take dog barkings and/or any suspicious sounds lightly as this could very well be a possible crime in progress.
- Install alarm as deterrent. If possible CCTVs are an even better deterrent.
- Warn your maids not to divulge information to other maids they keep contact with.
- Most house break-ins happens in the afternoon period.
- Most car thefts occur in the early hours of the morning.
- Also there have been cases of cons trying to charge for dengue fogging. Adviced not to pay as it's a free service from MBPJ.

If anyone comes across any crime or suspicious incidences, firstly do not hesitate to call the security guards (for subscribers only) or the police directly. It's best to err on the side of caution than to risk being a crime statistic due to our own complacency.

Time : afternoon
Resident Sandra David saw two Malay men on a motorbike with the registration plate WPH3135 checking out houses whilst riding through the SS4D/16 road. She was in her car when she spotted the suspicious nature of the suspects since it was obvious that they were checking out the neighbourhood.

* This notice was actually submitted by a resident after receiving the news from an external party. STILL residents are urged to take note of the following case:
The most frightening thing happened to me last Friday night at about 10pm. Three robbers armed with parangs jumped out of a Silver Mercedes parked outside my home, climbed over the wall and forced themselves into the house. This was after I had just arrived home from dinner with my parents, and with me were my 2 kids and maid. Auto gate closed, everyone was safely in the house. I was just closing the front door when the robbers rushed in. Thank heavens, no one was hurt. They were just after money and jewelry. The robbers noticed my neighbours calling the cops and rushed off ¡V all this happened in less than 5 minutes. After contacting the police, we found out that this same Silver Mercedes ( WJN 9398 - it's most probably a fake plate) has been targeting homes around PJ, USJ, Subang, DJ, BU etc. Please be very vigilant when going home late at night, especially if you are alone or with your kids. I'm usually very careful about closing the auto gate before getting out of the car, but even that didn't stop them. The driver of the silver Mercedes even acknowledged me, waving an apology for blocking the entrance to my house, before moving his car up to let me through. The robbers were well dressed, clean shaven young Malay men (between 20's to 30's). The light in my car porch were on, 2 of my neighbours arrived home the same time as me, one was still in his living room, the other sweeping his patio. My house is also located facing the main road, for anyone to see. These robbers are getting bolder and bolder.
The issue of the possibly illegal dumping ground located in the clearing just off the dirt road behind the SS4C/22 field is currently being looked into by the Resident Association (RA). The RA has already approached the Police in this regard and soon will take up this issue with the relevant parties.

New Security Company
Beginning the month of October 2007, newly appointed security service provider Metro Security Sdn Bhd has officially taken over the job of providing security for our Taman.

Subscribers to the Security Service will also be happy to note that along with the change of the company we have also increased the number of guards to 4 guards. Metro Security will be placing 2 guards per shift, both morning & night, on duty along with a Supervisor who will oversee the guard and also conduct patrols via a jeep (see picture beside).
On the briefing session held on the 1st of October, lead by Michael Cheong, the new security team were briefed in detail on the scope of their responsibilities and the commitment required from them. In addition to the standard operating procedures for any issue, the guards were also told to be on the alert for various possible scenarios.
The new security company has allocated 2 motorcycles equipped with red beacon lights (for night use), a call center for subscribers with a direct connection to the guards. Additionally a Supervisor will oversee the guards and also patrol intermittently in a Security Jeep (yellow in colour) which comes equipped with a beacon light.
On that note, the Resident Association would like to thank all subscribers for their participation in this security service and also for their forbearance in the transition period to the new security service. Together step by step we are on our way to one day ensuring the full security of our Taman and our families.

Time : Around 9.30 PM
Police cars were noticed on the road and some going ons. Anybody have any idea what happened? The same resident who reported this also tells of a brick blocking his autogate, when he came home at 10pm, forcing him to get down to remove the obstruction. No incident happened to him, but this could have been a potentially bad situation.
So, neighbours, please be wary of this ruse of your auto gate not opening when you get home. Either drive around first without getting out of your car, or call the guard to accompany you (this will be one of the things we pay them for - escort in doubtful situations).

Location : Clearing beyond the SS4C/22 field
Time : Around 1.30 PM
Mr. Michael has noticed that there's a small dirt road just beyond the field at road SS4C/22 which goes down a slope and comes to what looks like a very dark-unlit junkyard. There's all sorts of furniture, and parts, and machinery there, with some dogs guarding it, but no sign of people. There are also some vehicles (4x4, bus, car) parked there which look to be in working condition.
Anyone (especially residents on that road) have any idea what this unmarked site is? Who owns it? What sort of activities go on there? It has been suggested that this might actually be a base for burglars as it is a perfect place to dump stuff and hide away in a hurry. If no one has any idea what this place is, can anyone tell us how to get the proper authorities to come check/clean this place out? Thanks.

Fellow residents, courtesy of our security service, the following is the latest security bulletin updates for this week.
Date : 7th September 2007
Location : SS4D/18, near Caltex Petrol Station
Time : Around 5 PM
A car with a bodyguard carrying 20-30k in payroll was pumping petrol when another car with parang wielding criminals pulled up beside. They slashed the 1st car's tyres to prevent chase, and smashed the passenger side front window to grab the cash on the seat. The bodyguard retaliated by firing shots from his gun at the fleeing car, but not enough to stop it. No apparent injuries sustained by anyone.
Moral of the story : DON'T leave anything that might look remotely valuable on the passenger front seat (esp. ladies handbags / laptop bags) when you get down from the car. At least hide it under the seat. These guys are probably professional thieves targeting large bank withdrawals. However, there are also numerous incidences of car smashing in broad daylight along the old Giant road.

A house was broken into when no one was around. The culprits made a front door entry by breaking the door and grill. This house is located on a very quiet stretch of road (possibly facing some dis-used ground). No further details at this time.

Time : Around 1.30 - 2.30 PM
Another house was broken into when the owner is out. Once again it is a case breaking in via a front door entry. However, this house is on a relatively busy road, facing another row of houses. And what's more, there were reportedly neighbours in their gardens around the time of break-in. Yet no one heard or suspected anything.

Time : Around 4 - 5.30 PM
A resident noticed the opposite neighbour's gates were open, and took the trouble to call Mr. Michael up for that neighbours number to inform them. However, when the house owner came home, it seems that the house had already been broken into and burgled. Another case of a front entry yet again, via cutting through a padlock on the grill. This house is also facing another row of houses with high likelihood of retired residents going in / out.
As a Conclusion
Previously these culprits were used to breaking in around dinner time a few months ago, doing usually just 1 house per night. Nowadays, since before the patrols started, they have adjusted their activities to the afternoons, always hitting 3 houses per day starting from lunch time through the afternoon. They seem to target houses whose owners are working or have just gone out for meals. They always enter through the front in broad daylight, which leads me to suspect they are probably not shabbily dressed to avoid suspicion, and would likely be holding some sort of hammer / cutter / screw driver in a small bag of sorts. Neighbours, please be on the lookout, especially around lunch time / afternoon. Any abnormal sounds, just be a little 'keh-poh' and check it out.On a separate matter, Mr. Michael also pointed out the following:
Also, I've noticed that most of these break-ins occur on Wednesday and Friday. I don't know the relevance of this. Maybe someone would have an idea? Related to the Pasar Malam? I don't know.
And all the houses that have been hit so far are houses without an alarm system. Just something I've noticed. Those without an alarm might want to consider one.
By the way, this should qualify as another 'incident'. I was home one working morning, and found an Indonesian lady (maid?) talking to the maid of the house directly behind mine. Didn't take much notice of it until I realised that they were talking about what the owners or the neighbouring houses did for living, how many children, & what sort of tv they had! The maid could very well have been giving out (unwittingly?) information to the burglars' scout! The Indonesian lady scooted when I opened my kitchen window to see who it was. Suspicious.

Fellow residents, courtesy of our security service, the following is the latest security bulletin updates for this week.

Time : Around 2 AM
This is actually a serious incidence.
Reportedly, there were 2 Indian men who were seen in the vicinity breaking a car window and taking things from inside (not sure which house or car number). The tow truck operators who usually sit at the Yat Yeh Hing restaurant saw them and chased them. Having caught the 2 indian men, they somewhat forcefully apprehended them, if you know what I mean. In this mayhem of shouting and scuffle, which must look like a fight of sorts, 2 of our guards on a bike came by. They were reported to have seen the activity and turned and rode off.
Hearing this & furious, I demanded explanations from the company. It seems that these 2 were replacement guards for our usual En. Zokarnain, and they didn't know what to do, didn't want to get hurt, and just went back and wrote a report on it. They also said that it wasn't a 'house' so they didn't know they were supposed to guard it. Blasted them on basic human response to at least call police if seen a crime take place. Also made sure that these 2 (replacements from SS3 while our guard was on leave) will not ever guard our area again. I will be meeting with our guards tonight for a session of heavy briefing on our protocols.

Residents were woken up by screams of "Tolong, Tolong". Looking out their windows, they saw a lady on the ground and Kancil speeding off. By the time they came down to see what's happening the lady had limped off somewhere. Not sure if a crime took place or if it's domestic disputes.

A resident noticed a big Silver-ish in colour car (not sure if it's a Merc) stopping and looking into houses. Whomever they are, they drove off once they noticed that they were being observed. Suspicious behavior!

Location : SS4C/5 @ the corner office shop opposite road from Top Speed
Time : Around 4 PM
Mr Michael noticed a man in blue jacket astride a motorbike, just observing things going on. The suspect was in the covered parking of the corner lot. Mr. Michael got suspicious when the character was still there all throughout the 3 times that Mr Michael passed by the place at half hourly intervals.
So Mr. Michael called the Kelana Jaya Police station to ask them to check the person out. According to Mr. Michael, at first he thought the police were just brushing his call off as they did their usual routine of asking for his address and phone number before telling him to wait. However within 5 minutes, 3 (yes, three!!) police cars came by to get the details of the suspicious man, and off the sped to check him out. As of yet we don't know the result of their actions, however we are pleasantly surprise with the impressive reaction time of the police.

This is the latest security bulletin updates for the duration of the past 2 weeks!
Location : SS4C/7
Time : Around 7pm
A house in SS4C/7 had a house intrusion by 2 unknown youths (a Chinese & an Indian boy). They fled when neighbours saw them and shouted. No apparent crime was committed. Keep up the good vigilance, neighbours!!

Time : Past 12 AM
A man was spotted in reclining position in a parked car with engines running. Our guard was SMS'ed to check this out. He was reported prompt to the scene, and the chap apparently was just sleeping off drunken stupor. Do keep reporting in every little suspicious thing to the guard to have him check it out.

Time : Around 8 PM
2 Chinese men wearing WWF jackets were seen hanging around and ringing on door bells. Our guard was sent to check them out. The men said they were collecting donations for WWF (World Wildlife Foundation? World Wrestling Foundation?)
. They were warned not disturb residents after 7pm. They did not leave immediately but the guard watched them until they did.Location : SS4C/12

Another man (Malay, big size, moustache) wearing WWF jacket was seen observing houses, writing things down on a file, and making phone calls. Guard not on duty at the time. Tan TL was informed and he reported this to the police for follow up.

Time : Around 1 AM
A man was spotted by the guard trying to open a locked car door suspiciously with engines running and music playing inside. The guard checked him out and apparently he dropped someone off and accidentally locked the keys in the car (WFM 5896). The guard called for back up from SS3, and then sent the man to his house in Taman Mayang to get his spare keys. The guard and his backup has been reprimanded by Mr. Michael for leaving their designated guard areas albeit for a good deed to help someone. They should have called a cab or help him call his friend to come. Both SS3 and our area was left unattended during that time, and our guard was left to do patrol on foot while his backup used his bike to send the man home.

And by the way, that car that was spotted at the near breakin at SS4C/11 last week (WFM 158) was checked up upon by a resident and found to be blacklisted by the police (thanks for the effort and feedback, En. Ashwar). Potential criminal. So everyone, eyes & ears open, and do tell us about it.
